
William “Bill” Dormann joined CDL as General Director of Business Development and Procurement in September 2025, bringing with him over 25 years of experience in the railroad industry. Throughout his career, Bill has demonstrated a deep commitment to operational excellence, strategic growth, and industry innovation.
Prior to joining CDL, Bill held key roles in the business development divisions of Siemens and Alstom/KB Signaling, where he contributed to expanding market presence and forging strategic partnerships. His earlier tenure at Union Pacific, which concluded in 2015, spanned a wide range of technical positions within the signal department. These included roles as Signalman for signal construction, Signal Maintainer, CDC Electronic Technician, and Signal Design Engineer – each of which contributed to his comprehensive understanding of rail signaling systems and infrastructure.
Bill’s extensive background in both field operations and corporate strategy uniquely positions him to lead CDL’s procurement and business development initiatives with insight and precision. His leadership is marked by a collaborative approach, a focus on long-term value creation, and a deep respect for the technical foundations of the rail industry.
